Levels of Need (multi-agency decisions framework)

A multi-agency Levels of Need & Response Framework has been developed to assist those who work with children, young people and their families in Manchester. It aims to assist practitioners to identify the level of need of a child or young person (in the context of their family, environment and experiences) and provides simple guidelines on how to respond with the most appropriate and proportionate intervention at the right time. Whatever their level of need, children and young people should always have access to universal services, and for most children this will provide all the opportunities they need to reach their potential. However, there are times when their needs mean they require an enhanced level of support, either due to their own increasing complexity of need, or the impact of external factors.
The multi-agency Decisions Framework supports the ‘Levels of Need & Response’ and is intended to assist those who work with children, young people and their families to make decisions about levels of need and the most appropriate response.
