Welcome to a special edition of the MSP e-bulletin

Our bulletins include news, events, training opportunities and links to information and resources which we hope will be of use to the multi-agency safeguarding workforce and the wider community across Manchester.

This week is National Safeguarding Adults Week – the aim of which is to create a time where we can all focus on safeguarding adults – so we can be better, together.

Each day this week we will be focusing on raising awareness of one of five key themes:

  1. ACES
  2. Herbert Protocol
  3. Self-neglect
  4. Modern Day Slavery
  5. Homelessness.

Help us to raise awareness of these key issues facing adults at risk by:

  • learning about the key issues from our resources and information
  • sharing these resources within your organisation and with the people you meet
  • using the #SafeguardingAdultsWeek hashtag on social media to share our resources and let us know what you’re doing
  • holding safeguarding events and training.

How Much Do You Know About Safeguarding Adults? Complete this checklist to find out!

Over the past six months the Ann Craft Trust have being working on a project funded by the Department for Digital, Culture, Media and Sport and the National Lottery, to produce key guidance and resources on safeguarding.

Whether creating a safeguarding policy for the first time, or looking to develop an existing safeguarding provision, these resources will guide you through the journey to creating a safer environment for all. As part of the project, the ACT have developed the Safeguarding Adults Checklist – this is quick and easy to complete and will enable an individual or an organisation to assess their understanding of safeguarding and gain access to essential resources.

The checklist covers the Safeguarding, Prevention, Recognition, Reporting & Recording and Reviewing processes. On completion, you will receive a tailored report with the responses and a unique link to additional learning resources and materials, allowing you to have the right safeguarding measures in place for adults at risk.

Safeguarding Adults online learning now available

A variety of free online Safeguarding Adults courses can be accessed by anyone who works with adults and or their families in Manchester.  These courses are provided by our online learning Partner Virtual College at manchesterscb.virtual-college.co.uk

Online Courses include:

  • Dementia Awareness
  • Hate Crime
  • Mental Capacity Act
  • Person Centred Approach in Adults and Social Care Settings
  • Safeguarding Adults at Risk
  • Working with Adults who Self-Neglect

and many others.

Please note that courses need to be completed within 4 weeks of registration or a £25 non-completion fee will be payable.

Adverse Childhood Experiences (ACEs) 

Everyone goes through stress as a child – failing at something we cared about, having to move house or change school, or losing a friend or pet. These experiences help us grow and become resilient.

But adverse childhood experiences are not something a child can just bounce back from. They are too overwhelming and scary, or they are situations that see a child lacking any real support.

The term ACE is used to describe a wide range of stressful or traumatic experiences that children can be exposed to whilst growing up. ACEs range from experiences that directly harm a child (such as suffering physical, verbal or sexual abuse, and physical or emotional neglect) to those that affect the environment in which a child grows up (including parental separation, domestic violence, mental illness, alcohol abuse, drug use or incarceration).

  • In Manchester an estimated 12% of people have four or more ACEs – that’s roughly 65,000 people.

Manchester is working on a place-based pilot to help staff from public, voluntary and community sector services, better understand ACE.

The project aims to determine if a deeper level of engagement and understanding of the root causes of behaviours, rather than ‘treating’ presenting behaviours can make the current local intervention offer work more effectively.

Herbert Protocol

This ‘safe and found’ initiative is a national scheme, supported locally by GMP and other local agencies, which aims to give peace of mind to those who care for an adults with care and support needs, including those with dementia or Alzheimer’s, and worry that they may go missing.

The Herbert Protocol is a form which is kept at home, or in a safe place, with important information about a vulnerable person. It contains questions for carers, family members or friends to complete in advance, so recording all vital details. This way if a person is reported missing the family will have to hand all the vital information required by the police to search for a vulnerable missing person..

Self-neglect

We recognise that some groups of people may be more likely to experience abuse and less able to access services or support to keep themselves safe.

Self-neglect includes situations where a person is declining support with their care needs, hygiene, health or their environment, and this is having a significant impact on their overall well-being.

Self-neglect can be a complex and challenging issue because of the need to balance respecting a person’s autonomy with fulfilling a duty to protect the adult’s health and well-being. It may manifest in different ways, from lack of self-care to the extent that it threatens personal health and safety. It implies there may be an inability or unwillingness, or both, to attend to ones’ personal care and support needs.

Modern Day Slavery (MDS)

In June this year we supported a MDS week of action– activity across this week included:

  • execution of Warrants in relation to cuckooing and massage parlours
  • awareness raising in midwifery services
  • promotion via community radio by AFRUCA
  • a focus on employment practices via Business Networks
  • a Community Safety Partnership van at Gorton and Harpurhey Markets
  • awareness raising at the Chinese Consulate.

Our MDS campaign toolkit includes a range of resources to support awareness raising activities around modern slavery and trafficking.  These include briefings, aimed at the workforce and the public, which can be used to support discussion and awareness raising around this important issue and details of other targeted campaign materials

Homelessness

Homelessness covers a wide range of circumstances from sleeping on the streets, to families living in bed and breakfast hotels, to those without a home of their own.  There is no single reason why someone can end up without a home. Personal circumstances and wider factors both play their part.

Manchester City Council and partners have produced some excellent booklets that give a step-by-step guide through housing options and provide information and advice to support individuals and families to stay in their home – find these and more in our housing and homelessness – advice for all resource.

National Safeguarding Week

After a successful launch in 2018, the Anne Craft Trust announced the return of National Safeguarding Adults Week on 18th – 22nd November.

The trust has collaborated with the SAB Manager Network and The University of Nottingham with the aim of creating a time where we can all focus on safeguarding adults – so we can be better, together.

The Manchester Safeguarding Partnership (MSP) is made up of a wide range of statutory, independent and voluntary agencies and organisations, who all work together to keep children, young people and adults, particularly those who are more vulnerable, safe from the risk of abuse, harm or exploitation.
